if you don't sew, see if someone you know, at your church, gym or neighbor...some kind soul will probably want to help
If you don't sew, you could probably shorten it using no-sew iron-on hemming tape! I used it once to make no-sew pillows.
You've gotten some terrific ideas on how to shorten your cloth. I have some ideas
on what to do with what you cut off. If you don't have napkins either use the fabric to make napkins or trim complimentary color napkins with the fabric. Make/trim the fabric to form a table runner for when the cloth is not on or for a cabinet/counter nearby. Please post a picture of your method of shortening the original cloth and if you are able to do anything with the cut-off portion.
Have your tried tying the ends of the tablecloth? Depending on how long it is this can be very pretty.
I understand you frustration. I have used elastic, ribbon ties just below the lip of the table. I have a round table and they make the plastic with elastic, but I do not like the plastic, so I make my own cloth ones.

I have several great tablecloths from tableclothsfactory but our table is not of a standard size, so I have to figure it out. If your dining tablecloth is too long, you can easily trim it to the desired length and hem the edges to prevent fraying. Alternatively, try tucking the extra fabric under the table for a neat look.
Make a pleat in the middle - Sell it and buy a smaller one!
You can fold the middle of the tablecloth over it self in the middle, either lengthwise or widthwise or both. It will take a few minutes of adjusting so you have the same hang depth on all sides which will make the seating of your guests more safe (so they aren't sitting on the tablecloth and possibly pulling it off the table. If this is a table and cloth you will be using often in the future, it'll be worth it to have it altered. If you don't want it to hang over the table at all, just use some masking or packing tape to tape the edges under the top of the table.
