Hmm...there must be a way to remove that cover to access the bulbs. Does it unscrew from the base? Is there a small indent somewhere that allows you to pop the cover off? It might be held on by spring clips. Try pulling straight down.

Have you tried turning the white part? You might be able to remove the white from the black by turning the white. Is there any room between the glass inside and the white cover? Can you get at that and pull the glass part down? Worst case scenario? Replace the light and have an electrician install it?? ;) Good luck! Wishing you the best.
Hi ! I would try twisting the glass cover , just a little in each direction , if that doesn't work then try it at the metal base . Good luck !
I think either there are spring clips inside - pull straight down, or the white glass screws onto the black housing. Turn left (righty tighty lefty loosy).
The only other thing is there may be tiny set screws holding the glass cover on, which is how these generally attach. You'd need to climb the ladder to see - there will be either 3 or 4 of them to turn left to loosen. I don't think there are any though.

If it is plastic there are three tabs that can be pulled out. They pop back in by pressure on lens cover that holds into a ridge on the inside. If it is glass and there are no screws from the outside (which there doesn't seem to be from picture) the the fixture probably unscrews.
We have a ceiling fan that twists off. It is sort of like screwing in on unscrewing a light bulb.
I would say the shade screws off the metal base. Be careful with it. When you replace it put some WD40 or cookong oil on the threads so it will screw back on easier and come off easier next time.
I would try twisting it back and forth. Otherwise, get on a ladder and see if there are any little screws that need to be undone.
The cover should turn and come off to change the bulb
I believe it's a little notch between the black and white part that you put a screwdriver in and twist it off.
